The letter prefix is generational bookkeeping: a T in front (T5810, T7910) marks the older E5-era towers, while later models drop it (5820, 7920). Rack-mount Precision variants exist too, but the tower is the norm.
This is the real fork on this page, and it is a budget decision more than a technical one.

The Xeon W and Xeon Scalable generations — 5820, 7820, 7920, 3640 and later — meet the requirements. E5-era towers such as the 5810, 7810 and 7910 do not, and are best deployed on Windows 10 LTSC or Linux. Ask us if you need this confirmed for a specific unit.
The Precision platform carries Dell's ISV certifications for the professional graphics options it shipped with, and refurbishing does not remove that. What matters in practice is the card fitted: specify a professional GPU on the configuration rather than a consumer card if certification is a procurement requirement.
No — 5000-series boards are single-socket by design. If you expect to need two processors, buy into the 7000 series from the start. Memory, storage and graphics can all be expanded later on either tier.
