Yes — v3 (Haswell) and v4 (Broadwell) share socket LGA 2011-3, and every Dell 13th-gen and HPE Gen9 platform accepts both. Flash the BIOS/firmware to a v4-ready release before the swap, and never mix v3 and v4 in one dual-socket system — both processors must match.
